The FBI flag uses the agency’s official seal, which was designed by Special Agent Leo Gauthier and adopted on January 1, 1941.

The FBI’s seal features a shield surrounded by laurel branches, which symbolize honor. The branches each have 23 leaves, for a total of 46, which corresponds to the number of states that existed within the USA when the FBI was established in 1908. The shield depicts a set of scales, which represent justice. The rest of the shield is composed of five red and white stripes, which refer to the American flag. The contents of the seal are encircled by 13 gold stars, which symbolize unity and the original 13 colonies of the United States.
