Department of Homeland Security Flag Meaning & History

The modern seal and flag of the Department of Homeland Security were adopted on June 19, 2003.

The seal features a blue and white, stylized bald eagle, with its wings outstretched. In its left talon, it holds an olive branch with 13 leaves, and in its right are 13 arrows. The number 13 refers to the original 13 colonies of the US. 

In the center of the seal and on top of the eagle is a shield, divided into three portions representing the three distinct landscapes of the United States: air, land, and water. In the upper air portion are 22 white stars, symbolizing the 22 different bureaus and departments that were combined to form the current Department of Homeland Security.
