Department of State Flag Meaning
The flag of the Department of State is based on the Great Seal of the United States. The seal depicts a bald eagle with an American flag shield on its chest, holding an olive branch and some arrows in its talons. The number of leaves on the branch and the number of arrows are both 13, representing the original 13 colonies of the US. Above the eagle is a circle with 13 white stars, which also refer to the colonies.
