Department of Veterans Affairs Flag Meaning & History
This flag, similar to that of other US Government agency flags, features the department’s seal in the center of a blue field. The seal was designed by DVA employee David E. Gregory and adopted in 1989.
The seal depicts a bald eagle holding two flags in its talons: the Betsy Ross flag, considered the first national flag of the United States, and the modern American flag. At the top of the seal are five golden stars, each representing a branch of the US Armed Forces that existed when the seal was created: the Army, Navy, Air Force, Marine Corps, and Coast Guard.
